first of all Hamas did already accept two-state solution. The Likud party does not accept Palestinian state in theory but Netanyahu has already said he accepts it. People know this is the solution to this conflict. If Israel withdraws from the West Bank, letting the State of Palestine exist, the international community will expect and end to the conflict. If the Palestinians shoot rockets or attack Israel they will lose all the international support they have and will be punished by the international communty and they know it! In conclusion, Netanyahu does not have an excuse to build where he is not supposed to and negotiations must start immediately.
