Chabad has indulged in an expensive and unnecessary display in a country where nearly everyone has a hanukia and schools are on official holiday in honour of the festival. Passing around explanatory leaflets in Russian is a great idea, but as your write points out, the huge sum of money spent for one week, could have been far better used!
