Building in E1 will not split Palestine anymore than it already is split. Lets see: Palestine is supposed to be split by more than 100 km of Israel between the "West bank" and Gaza, so it is split in two to begin with. But beyond that they have the whole area around the other-side where they would boarder with Jordan that will be at least as wide as Israel at its narrowest. The truth is that if Israel is keeping the large blocks, as all past discussions stipulate, then not building in E1 means splitting Israel not Palestine.

As of now it is not any sort of settlement. There is now law against camping. The Israeli government should let them stay out there during the Israeli winter. If they erect any permanent buildings, then evict them. The best way to deal with non-violent protests is to ignore it till they get bored and go home.
