The discrimination in favor of Arabs has been instilled for decades.
They get funding but largely don't pay their taxes. They receive protection during wars but largely do not serve in the army, with some of their population calling for successive Arab attacks on Israel.
They receive full equality and rights as a citizens but throw off the obligations of being a citizen.
The reality is - Israel cannot trust a population which supports Israel's enemies to be part of the force securing the State of Israel. So, both Israeli Arabs and Haradim would most likely join National Service in their own communities, something many Israeli Arabs already want to do but are stopped by their own MKs.
