The west has sanctions aplenty against the Syrian government. These cannot be world wide as it's been blocked by Russia and China. There isn't much point in boycotting Syria since there's nothing to boycott - no trade, no cultural exchange, no academic exchange. More to the point, who's going to put Syria back together again when this is all over? Not China or Russia I imagine, nor the Gulf States. The begging bowl for destitute Syrian refugees will become a permanent feature for years. The only known method of recycling Arab oil wealth is arms and luxury goods.
