Waiting to get all the Iron Domes into position before the inevitable next round of hostilities?

That would seem like a reasonable tactic -- build up your defenses around your vulnerable civilians when it seems clear that a hostilities may drastically escalate. Or should Israel forgo basic defensive measures such as Iron Dome in the face of continued missile attacks aimed at their civilian populations?
