It's called Lawfare and NGOs have been trying to sue Israel for years. Problem is - no court will take their frivilous lawsuits because of lack of evidence. This NGO might not be successful but it sends a message to Ramallah to watch their back, and gathers evidence that the State of Israel could use in the future if the PA goes ahead with its threats.
