You're right about that. Even if we came up with a counter-ideology, it won't seduce EVERYBODY, and, sadly, all it takes is ONE terrorist to wreck havoc. However, that was not the point of the article. We're talking about strategic means, not tactical ones. Strategically, it's all about drying up the swamp, to reduce the supportive environment that breeds terrorists. And here, military actions ALONE are akin to shooting mosquitoes. Dry up the swamp, and the number of mosquitoes drops dramatically. You may still be bitten by a few, but wouldn't that be much preferable than having to fight a continually self-reproducing swarm? It's all about tackling the issue intelligently. As I've said, raw power alone proved quite ineffective: we're not up against organized states like Nazi Germany or pre-WW2 Japan, we're up against a murderous ideology. That's why conventional means don't work. Here and there, they do, but on the whole, they don't seem to.

The citizens of both countries are deeply divided on major issues; as a result their governments are largely indecisive, policies are confused, politicians are viewed with distrust and the future is all but impossible to foresee. Fortunately, both still have core values that should see them through this.
