The ICJ ruling is, and always will be, non-binding and with it, nothing more than an amorphous guidance. No court has definitively ruled on the legality of the settlements nor the land on which they sit which to this day has never been proven to be private land. Intl Law allows for the return of populations ethnically cleansed through war and illegal conquest of land, and under such, Jews are permitted to reside in the West Bank in a reversal of the Arab war crimes of 1949.
