From my perspective (working in an amusement park) I saw the whole situation as manpower based; the staff need to communicate with the kids, for safety's sake. We have both Arab and Jewish school groups on the same days, but then again all the ground staff speak both Hebrew and Arabic. It would be much more difficult to fill this specification in Rishon. So yes education reform could be an answer, the Arab school system is in need of improvement, and the Arabic language should be taught at the same level as English. Not to mention religious Jewish schools being bought up to the same educational level as the secular.
