I agree it's bizarre. The obvious bits for land swapping are the areas of Israel with an Arab majority. I presume they would have the right to hang on to their Israeli citizenship should they so wish. It would be interesting to know how long the "outposts" would last if the IDF weren't there to protect them; or how a Pally government would react to troublesome residents. What would their legal status be if they remained? Dual nationals? Residency Permit?
