Firstly, my condolences to the families of the deceased. This report does not indicate at what time of day or night this incident occurred. No one should take such a risk as to be walking on railway tracks. I can't think of anything more dangerous. No train driver would dream of colliding with a human being, and , if visibility was poor I don't doubt that he would think that he'd hit an animal. Unless all railway lines in the country are completely fenced off so that no on can enter the track area (probably impractical), I don't see a solution to the problem.
