You have entirely missed the point. The Turks declared loudly and at great length that there could be no normalization of relations with the State of Israel absent an apology.
So Netanyahu issued an apology.
But Turkey was never interested in reconciliation, and Netanyahu knew it and now the rest of the world knows it, too.
