This little revelation, of misdirected monies from EU countries is old news. It's been happening for thirty plus years. The Canadian experience has been the same. Behind the scenes the bureaucrats that monitor the aid money to the PA have repeatly warned that graft and waste is endemic. Political considerations have, for the most part kept the funds flowing. This same report could have been written 10 years ago. Indeed, such reports *were* written, then summarily buried. The unbiased know things were far better in the first decades of the "occupation" when israel was in charge. But it's inevitable that when someone shovels money into a dysfunctional culture, much of it will be siphoned away. Billions were similarly "lost" in Iraq and Afghanistan was the US brought in pallets of cash to help "stabilize" those economies. Yes, the EU should have known.
