You have counted 12 out of how many thousand rockets which are fired from Gaza? In a week in November 2012, Ki-moon explained, for example, that 1,456 missiles were fired from Gaza into Israel. He says that 142 of these (roughly 10%) fell within Gaza itself. This suggests that Hamas rocket fire into Israel is largely random. You need to understand that just because Hamas hit Tel Aviv, does not mean that they intended to do so. In much the same way that just because they hit Gaza, does not mean that they intended to do so. Please note that this is not to absolve Hamas of any responsibility for their actions. The reason that threats matter more than actions is because threats demonstrate intentions. This article is concerned with intentions because it supposedly reports "Hamas plan for next war". But, Hamas do not have a plan, at least not according to any statements made by Elior Levy or yourself. All you have is speculation.
