There is 655 different research reactors around the world. If Iran wants to make nuclear research of any kind, Iran needs a research reactor. Naturally it has many risks if Iran is allowed to keep the research reactor, but it is up to the negotiators to find enough reasons for Iran to give up the research reactor, or find a way to make sure that no weapons grade uranium or plutonium go to the military projects. I cant see any reason for Iran to build or use nuclear weapons, because there is no winning strategy for any nuclear power, especially for a small nuclear power. Still I understand that Israelis are afraid that option. Maybe one way to persuade Iran to get rid of Arak reactor, is to guarantee that as long as Iran don't use Arak reactor, they can participate to any international nuclear research project and do all the research they need in EU, China or Russia. There is over 50 research reactors in Russia, so maybe one of them could serve as a bargaining chip. I don't know which is the best option, but I'm certain that bombing Iran is the worst option that would lead to disaster in many countries, including Israel.

Israel did not sign the NPT, so there are no limitations what Israel can or cannot do. Iran did sign the NPT, and then violated it by using technology received under the NPT for developing nuclear weapons.

Obama agreed to let the Iranians building the Arak reactor, as long as they don't turn it on. In 6-8 months when negotiations start again, Arak will have been completed.
