Yes new sanctions can be turned on in a day, but now you have given them time and cash to prepare for them. Last time it took 5 years to get them to respond and that was when they were unprepared. Now it will take longer to make sanctions bite enough to get results, while they are flouting the agreements and building full or dirty bombs.
