Less civilian collateral damage when the government gets bombed. Seriously, the reason they are even considering that is because of what they witnessed in Cairo. They fear a populr uprising fueled by 12 million people. If they can isolate the government away from the population, they will be able to direct the military and media from a distance. A despate move.
