There different types of fireworks and also hiring 200 people and all the technology they have to use to synchronize these 500k fireworks cost lots. They don't just pay for fireworks per unit. You are forgetting about work of people their salary living expenses and profit. Dubai isn't sustained on oil money only. It is one of the largest offshore. Many corporations keep money there.
