This is purely the fault of the Israel Navy Shipyard. There's only two ways for a pump (usually it's the motor portion) to catch on fire: loss of insulation to ground (avoided by "megger'ing") or bad bearings (avoided by periodic "inspect, lubricate, replace"). This fire is a "smoking gun" evidence that a shipyard electrician "gun-decked" (faked the paperwork) his routine Preventative Maintenance responsibilities.
