1. Lockheed-Martin doesn't make the F-15. Boeing does.

The F-15 was developed and manufactured by McDonnell Douglas, now part of Boeing. L-M's new center in the Negev won't help the company where it most needs it: the troubled F-35. A few years ago, when Israel was considering its next-generation fighter, the F-15 SE (Silent Eagle) was under consideration. Reportedly, Netanyahu was stiffed by Obama when he was asked to allow its export under the current military assistance arrangement. I don't know if other alternatives like the Eurofighter or the F-18 Super Hornet were considered, but Israel chose to go with the F-35, still years from being ready. Historic note: when Israel jumped on the chance to get a squadron of F-16s (originally intended for Iran) back in 1979, they were already combat ready.

The US could develop the same technology in the States, however what American engineer is going to work for less than 50K a year. Israel has cheap labor. The F-22 raptor was developed in the states and is a far superior aircraft to the F-35 and is not for export because of it's sensitive technology.

Israel also offers an English speaking workforce, lower commercial property rental costs in Beersheba, no unions and a friendly business environment sans Obama tax anything that moves. $50,000/year is a respectable salary. The US has a higher unemployment rate than Israel, particularly among recent college graduates. I imagine American workers will also be hired or transferred to staff the work in Israel.
