While it would be nice for the international community to present a united front, it is really not necessary. This is one situation where NATO really can do some good.
Russia can ship oars in unison, or risk being humiliated by NATO. Because if NATO goes in to effect humanitarian aid, it won't stop there. It will take over the operations to rid Syria of weapons of mass destruction -- a venture at which it may or may not fare just as badly as Russia, but the damage to Russia's international stature will have been done.
Putin's just being really stupid.
