No one is preventing Assad from making concessions. Assad does not want to make concessions, he wants victory. If the Sunni had enough weapons so that their victory was possible, they wouldn't make concessions either. What Israelis should consider is what happens to all those weapons and all those fighters when the Syrian war ends.
