Israel should not reply with indiscriminate unaimed rockets. Israel should aim their rockets and bombs and artillary shells so each one, unlike hamas' , hits and destroys every building or other target its aimed at. Statistically, hamas kills one Israeli, for each three thousand it fires. Hopefully, Israel will get one for one.
