Levi came back into the inheritance at the time of Moses since Moses was from the Tribe of Levi. 13 Tribes were in the wilderness and entered the Promised Land. It is possible that only Joseph (Manasseh and Ephaim), Judah, Benjamin and Levi have a right to the land if all the others were disinherited and not restored. But all 13 tribes entered the Promised Land long ago which indicates a possible restoration of all the tribes at that time. But Jerusalem does not belong to the Jews only. The outer court is the Gentiles' in Scriptures in the time of the end of the era. In the Millenium King David will again be Malek of Israel and at that time Jerusalem will be Jewish and owned by a Jewish King and a Jewish Messiah Yahoshua.
