Every six months Hamas and the PA make grandiose plans to reconcile. These attempts last weeks, sometimes days. I recall one reconciliation that ended with Hamas militants throwing the PA off buildings and shooting them in the back while their children watched. As for the Hamas charter...well, just follow Hamas actions. They thrive to terrorize Israel and receive funding from Iran to carry out acts of terror. They prefer this path over development of a viable country side by side with Israel. The recognition they earn is that of a dysfunctional leadership with no plan for a sustainable independent state.
