The article states: "Germany, which has gone to great lengths since World War Two to acknowledge and confront the atrocities committed during its Nazi past, is unlikely to be amused."
What great lengths have they gone to to take responsbility? Is acceptance of guilt and paying out a few billion dollars enough to mitigate the murder of 7 million (among the many other millions of deaths) innocent men, women and children? I can't imagine what they can do to atone for the unspeakable atrocities they committed without any justification whatsoever, but I'm sure they can do more than what they have already done.
