Hamas has zero interest in peace with Israel and would use any cease fire to simply rearm. We know what happened last time the PA controlled Gaza, Hamas took it over by force and through PA members, handcuffed from high buildings and then kicked them. Gaza is not a sovereign state, and Chapter VII therefore does not apply. Any resolutions must be invoked under the aegis of Chapter VI, and are thus nonbinding and unenforceable.
