That's not how it works. The president must ask the Congress of the United States for a declaration of war. Congress cannot initiate such action on its own. The president does have certain powers as commander-in-chief to authorize military action short of a declaration of war -- Korea, Vietnam, Grenada, Panama, Somalia, Afghanistan, Iraq I, Iraq II, Libya, Yemen -- these all involved military action authorized by various presidents as commander-in-chief. If the president wants a formal declaration of war, he must ask the Congress. You might want to read the Constitution of the United States.
