I don't think that Dr. Weiss understands the statements of the sages. As it has been passed down from generation to generation, the words of the sages are considered the 'Oral Tradition' meaning that when God gave the Torah to Moses, He gave Moses many understandings that were not in the written Torah, like, as an example what are tephilin, since we are told to put them on, but not what are they. Moses passed on this info to the sages who in turn kept passing it on orally until finally in the time of R. Yehud the Prince, it was committed to being written (instead of being oral only).
