The fear of death penalty might discourage some would be terrorists. But the indoctrinated jihadists who seek death for a rewarding paradise are not going to be scared. What is needed is cutting off the sources of funds which pay for terrorist activities. And ceaselessly hunting the leaders.

Deportation of the family of terrorists will be a deterrent, the execution of terrorists will cut down terror as will the blowing up of the houses of terrists. Yes, cutting hands of robbers has a strong deterrence on small time gansters. (remember 9/11 ?) It has not been very concerned when victims of attacks in Arabia were westerners & like Qatar it buys "protection" from some radicals while hunting others it can't control with monney.
