Both missing Israelis, including "a Ethiopian" as you call him, and a Bedouin, entered Gaza as civilians of their own volition (which is illegal) and not as part of an IDF operation, and as such they are responsible for their own fate.

Prime Minister Mr. Netanyahu decides to use or not to use missing Israelis for his own purposes.
Let's not forget that:
regarding the three kidnapped Israeli boys, Eyal Yifrach, Gilad Shaar, Naftali Fraenkel (of blessed memory)...Prime Minister Mr. Netanyahu and his cabinet received a clean copy of the police taped phone call...on that tape the terrorists are heard directing the boys to put their heads down and shots are fired. ..and yet Prime Minister Mr. Netanyahu decided to the IDF to carry out "Operation Brother's Keeper" which put hundreds of IDF soldiers at serious risk.
Clearly waiting 10 months BEFORE informing anyone (other government ministers and the general public) of the disappearance of Abraham Mangisto is a huge problem.
Clearly sending Mr. Lior Lotan to threaten the family reminds all of us of Mafia behavior.
Clearly in another week or so we will find ourselves with Prime Minister Mr. Netanyahu ordering another "rescue operation" which covers for the Prime Ministers hysteria and puts all of us at risk.
It is time we all realized exactly who our Prime Minister is and what he is up to...he's using us as his personal canon fodder...just like he did when he released the leader of Hamas Shiekh Ahmed Yassin in 1997... and unleashed a wave of terrorism that left over 2000 people dead.
Think about it is this the leader we need right now? Or is this just an opportunist who is using us for his own benefit?
