Tama 38 is a total failure for one simple reason, the residents, when approached by a constructor, are interested in only one thing, how much is in it for them, how will their own apartment be enlarged and enhanced, will they get a sun balcony, or how will the constructor share his profits with them. The actual details of the reinforcement of the building does not interest them in the slightest.
