If Russia can simply veto itself and all its proxies (Iran, Hezbollah and Syria) to have immunity with impunity, and Saudi Arabia and all it's proxies (too many to name) can pay its way out (by denial of contributions) of any responsibility, that leaves only 1 country and people that can be scapegoated to divert everyone's attention - Israel and the Jews
