the us president has the constitutional authority to bar entry into the
united states of individuals from foreign countries.
this authority is limited only by a law passed by congress in 1965 which
prohibits discrimination based on nationality and religion.
the 1965 law is however not absolute. it applies only to those who
already have a visa or a green card.
nothing in the constitution or the 1965 law prohibits the president from
denying entry to aliens whose countries are enemies of the
united states, or who are failed or lawless states.
such a determination is the prevue of the president.
visas can be refused. exceptions can also be made based
on help provided by an enemy alien to the united states or
other special qualifications.
.such exceptions should be based only on serious facts.
