Every utterance from this pope or for that matter any other, past, present or future should always be viewed through the clear prism of their historic brutality and self serving demeanor.
They are at the head of a monolithic hierarchy solely concerned with their own preservation and that of the Catholic church...certainly nothing to be taken seriously except with a large dose of salt and even then take the opposite view.
The very fact that these self same migrants are escaping death and mayhem surely indicates that any refuge is better than whence they came.
If the Pope wishes to follow the alleged teachings of their benefactor JC then perhaps selling off a few artifacts, land or even precious metals that they have in abundance; his own vestmnets would fetch a tidy sum and enable better conditions for those he cries crocodile tears over.
