This tunnel will be deep enough to run under any and every possible archaeological find area, say 200 meters under the surface.
This tunnel will be wide enough to accommodate any(almost any) possible future increase in traffic, it also has to be high speed train to help traffic increase.
Self-driven trains will be needed because of the longevity of the underground trips that will be hard on humans.

Israel needs aircraft carriers to project airpower at sea far away from land areas and coastal areas.

Israel needs to dramatically expand its fleet of submarines.

May I also be so bold as to recommend our country an "Underwater Missile Defense System" (UWMDS)? Just like Israel's airspace is protected by Iron Dome, why not have a submerged marine equivalent to the Iron Dome?

The UWMDS can protect Israeli waters. Place missile silos at the bottom of the ocean or preferably under the ocean bed, and let's point those missiles upwards at the water surface where you'll find hostile naval fleets, terrorists, pirates and smugglers.

Israel is a power in area to be reckoned with. enemies in region may boast with threats but in real terms they up against a sophisticated power. costs a lot of lives and money but has given spectacular dividends in other ways.

Above all else Admiral, you should avoid the thought that "there's plenty of THAT going on here already, those mariners can also hang out in the streets". That is a lazy man's approach which will eventually backfire on you.

Transhipment services provides EVEN HIGHER return on invested capital than tourism does. But you have got to get it right, because there are hungry competitors out there.
