The whole welfare thing really is thievery, even if you legitimately qualify:
99% of the people on disability I've seen (I am a physician) ARE able to work. It's the people who are working 60 hours a week who are the most disability. The difference is simply a matter of work ethic.

Why don't we just say it: the Hareidim do have a thief problem. Not that all, or even most are thieves, but they have a definite organized thieving problem within every community (and probably sexual abuse, too). Anytime you have a life revolving around ritualized religion, they will find a way to justify anything. There, as here in Israel, I am 99% positive it was justified because the money went to some form of Torah study.
