Israel Navy forces are examining the possibility of removing Gaza Strip residents from their homes by water during the disengagement program expected this summer. In recent days IDF special forces have undertaken training exercises off the Gaza coast intended to determine the feasibility of such a plan. Aryeh Yitzhaki, secretary of the Kfar Yam settlement, told reporters that an Israel Navy force, consisting of two rubber dinghies loaded with equipment and soldiers, conducted surveillance exercises off the coast. "Several months ago I caught a unit trying to land near Kfar Yam," he says."When I asked what they were doing, they stuttered and said they were there to check out our tractors," he said Surprises all around "Just as they are planning to surprise us, we've also got surprises in store for them," said Yitzhaki. "We are awake day and night. If anyone thinks they are going to surprise us, they've made a big mistake." Israel Navy spokesman refused to comment on navy operations or training sessions. A recent decision makes any attempt to move to Gush Katif illegal, but IDF sources are concerned they do not possess adequate ways to deal with large numbers of evacuees. One of the first problems the security and judicial establishments will confront is individuals who move to Gush Katif but fail to register their new addresses with the Population Registry. If this occurs, a recent ruling forbidding such moves will have the opposite of its intended effect—it will quietly enhance the number of families in Gush Katif, greatly complicating attempts to determine exactly how many families live in each settlement. Strip to close eventually "This is certainly a situation with no clear answers at this time," said one Southern Command official. "It's clear that any attempt to move to Gush Katif at this time is illegal. We will have to discuss with the police just how to prevent an underground movement of new families into Gush Katif. It is clear that at some stage we will have to close the Strip completely," said the source. At the same time, he admitted the case is not simple.
