US envoy urges North Korea to live up to nuclear disarmament obligations

The top US diplomat in Seoul urged North Korea on Tuesday to act on a pledge to shut down its nuclear reactor amid scant signs of progress in a banking dispute that has bedeviled the process to disarm

the communist regime.

North Korea missed an April deadline to close its Yongbyon nuclear reactor under a February agreement with the United States and four other countries, contending that it would do so only after it receives US$25 million that had been held in a Macau bank that was blacklisted by the US. (AP)
