Prime Minister Ehud Olmert and Yisrael Beiteinu chairman Avigdor Lieberman are working towards changing the form of government before the Knesset's winter session ends.

According to the proposed bill proper government complies with four elements: stability, ability to govern, the Knesset's effectiveness and the responsibility the government shows its constituents.

Although the bill's content, provisions and allowances are still unclear, the two, in accordance with the head of the Knesset's Constitution, Law and Justice Committee, agreed Monday to push the bill through its three readings.

Sources in the Prime Minister's Office told Ynet Israel was not headed for a presidential regime, as Lieberman previously suggested, but that the changes offered were "meant to enable government stability."

"Israel's current method of government makes it very difficult to govern and has no real stability to it. Changing it is a matter of national interest and I intend make a personal effort in the matter," said Olmert.

Lieberman, who unsuccessfully motioned for the change in the last Knesset session, said he was "sure the coalition would be able to pass this bill by the end of its winter session, guaranteeing Israel governmental stability."
