The United States may scrap a civil nuclear agreement reached with Moscow as punishment for Russia's actions in Georgia, the White House said on Thursday.
The Bush administration is weighing options, including sanctions, because it says Russia has failed to adhere to the French-brokered ceasefire agreed earlier this month.
