State-sponsored NPOs to undergo review
For first time ever, associations funded by the State will undergo comptroller's audit
The Finance Ministry's Accountant-General Office launched a new pilot program that aims to see State-funded associations officially audited for the first time.
The audit will measure the effectiveness of government activities vis-à-vis social organizations.
The pilot program will span groups that are involved with the Education, Immigrant Absorption and Social Affairs ministries and the Midot organization, a non-profit company that monitors and promotes Non-profit organizations.
The Government's NPO budget came to NIS 2 billion in 2011 (roughly $530 million) various government contracts with social groups amount to hundreds of millions of shekels as well.
The pilot program aims to measure the effectiveness of the appropriations process, in order to maximize its efficiency and effectiveness.
Some 20 organizations have been selected for the pilot, whose conclusions will be published in a few months, and will later serve as the benchmark for future grant and aid applications.
Yair Tal, who serves as the Treasury's deputy accountant-general, said that the pilot program "marks the beginning of a conceptual change in the appropriations' system and will allow for the organization's own effectiveness to play a key role."
The program will rate the NPOs according to 35 parameters, including: Planning, execution, ethics, leadership and long-term effects.
