FIFA says Palestine is among 10 members expressing interest in hosting in 2017, and 14 have proposed hosting the 2016 congress.
FIFA President Sepp Blatter suggested a bid this month when visiting the Palestinian territory. He also visited Israel.
FIFA says formal bids must now be submitted, and its executive committee
is scheduled to choose winners at a December 4-5 meeting in Salvador, Brazil.
South Africa, the 2010 World Cup host, Turkey and Canada are interested in hosting either congress.
Other candidates include Jamaica, Jordan and Uzbekistan.
The 2014 congress will be held in Sao Paulo, and the 2015 election congress is in Zurich.
