In September 2004, Elitzur was traveling near Elon Moreh and noticed al-Shatiya traveling in a van. According to the indictment, Elitzur flagged down al-Shatiya and exited his vehicle brandishing an M-16 rifle. When al-Shatiya did not stop, Elitzur opened fire and killed him.
Elitzur was placed under house arrest and eventually convicted and sentenced to 20 years in prison for murder. However, he managed to flee Israel to Germany, where he eventually made his way to Brazil.
According to Brazilian authorities, Elitzur entered the country with false papers and resided there until 2015, where he was finally arrested by Brazilian police after Interpol issued an international arrest warrant for him.
Israel and Brazil signed an extradition agreement in 2009.
