First Palestinian recognized as 'victim of hostilities'

A 37-year-old east Jerusalem resident who lost an eye two years ago when police officers shot at fleeing suspects becomes the first Palestinian to receive monetary remuneration for being a direct victim of terrorism.

Luai Abed, a 37-year-old Palestinian from east Jerusalem who lost an eye on October 2015 from a sponge-tipped bullet fired by a police officer, was recently recognized by Israel's National Insurance Institute as a "victim of hostilities."

 

 

Abed is the first Palestinian to be recognized as a victim of hostilities, entitling him to monetary remuneration and various benefits under the Benefits for Victims of Hostilities Law. Due to his injury, Abed's disability rate was set at 40 percent, as he completely lost vision in his left eye.

 

On the day of the incident, Abed said: "I live in Isawiya. I returned from work around 7:30pm and went home. I dropped off some shopping bags and heard yelling outside. I went out onto the balcony and suddenly something struck me. I got hit in the eye by a sponge-tipped bullet."

In an interview Thursday with Ynet, Abed said that as far as he knows, many Palestinians who were injured by mistake have been waiting for a ruling in his case to try and receive such recognition themselves.

 

Was there rioting outside your house that day?

 

"From what we understood, there was a chase after two children, and they ran near my house."

 

Did you ask the authorities to be recognized as a victim of a hostilities because you were not involved in a rioting?

 

"Yes, I am 37 years old and I have never been involved in such things."

 

Was it difficult to get this recognition?

 

"Yes, it was very difficult. My lawyer Itai Mac worked with me very hard, and I thank him for every minute."

 

As a result of your case, do you think more Palestinians will ask for such recognition?

 

"There are many Palestinians who have applied for this, and everyone is waiting to see what happens with my case, because it was filed first."
