While he was head of the GSS he was responsible for repeatedly floating rumors of scores or hundreds of "dangerous" people who threatened to harm Sharon or commit violence on the Temple Mount. The GSS has the authority to put people who threaten to do these things in preventive detention. In the end they detained exactly two people, nobody knows for what. There was nothing to Dichter's stories, and the purpose of GSS rumormongering was to create an atmosphere of public hysteria and hatred toward settlers, to make it politically easier to violate their rights.
