What matters is that this operation results in a behavioral change in Gaza that increases security for Israelis. If that were accomplished without a shot, great. If it requires a missile strike against al-zahar, fine. Mofaz's words don't matter unless they are a part of the psychological campaign. Gaza shaking doesn't matter unless it is a part of the campaign. The mayor is not the one in charge of the strategy or the tactics. He can complain, but in doing so, he isn't helping. The only way to judge the campaign is by its eventual results.
