This army doctrine is meant to be mainly defensive, and with as limited firepower possible utilized so as not to engage in a full scale war. The trouble is that there has been a full blown war from the PA Arab side for years, but not from Israel. This is why the IDF continually targets open fields, refuses to treat the general population as terror enablers, and has no problem with Israeli towns being fired upon.
