I believe I read that there is a theory that the bird flu first appeared in Southern Eretz Yisroel because it traveled through Gaza, and Southern Eretz was therefore in line with the natural progression or migration (you may call it) of the disease, may G-d protect us. Now whether or not if the communities of Gush Katif had been allowed to remain in tact, forming in effect an early warning system or even more, a buttress to the epidemic, is debateable.
